Anjuman-e-Panjatani, a non-political Shia Muslim religious organization established in the year 1957 with a view to meet the religious needs of Shia people of Khulna. The then committee members with the donation of the Local Shia people purchased 50 decimal of land at Altapole Lane in the main city of Khulna, Bangladesh. Later on, one-storied Imambargah was built known as Qasre Hussaini with the accommodation facilities of more than three hundred people. To facilitate accommodation for the female members of the community to participate in the religious programs particularly during the month of holy Muharram, a hall was built at the backside of the Imambargah attached to the main building which was connected by a door so those female members can enter the Imambargah and conduct ladies programs like Majalis, Mahafil etc. Besides, with the donation of the members and other sources the then committee decided to build a residential one-storied building just adjacent to the southern portion of the Imambargah in the late seventies.
The development process gradually took momentum and one-storied residential building was converted to two-storied.

‘Khums’ literally means one-fifth or 20%. In Islamic legal terminology, it means “one-fifth of certain items which a person acquires as wealth, and which must be paid as an Islamic tax”. Khums, in brief means paying one-fifth of the surplus of one’s income.
Khums should be divided into two parts. One part is ‘sehme sadaat’, it should be given to a sayed who is poor or orphan or who has become stranded without money during his journey. The second part is ‘sehme Imam (a.s.)’, and during the present time it should be given to a Mujtahid, who fulfills all conditions or be spent for such purposes as allowed by that Mujtahid.
Khums should be handed over to the representative of the Imam (a.s.), that is the just Mujtahid when the former is in occultation. Mujtahid will spend khums money as per shariah rule. The Mujtahid can also give conditional permission (Azaza) to Ulama to receive khums from the people and can spend for religious purposes as per the condition mentioned in the permission letter (Azaza) by the Mujtahid.
As such Hujjatul Islam Syed Ibrahim Khalil Razavi, principal, Islami Education Center and Imam-e-Jum’a and Jamat, Masjid-e-Wali Asr (a.f.s.) Khulna and president, Anjuman-e-Panjatani have received permission (Azaza) from a number of eminent Mujtahid and Maraza-e-Keram to receive and spend khums money for the religious welfare which is mentioned below :

After completing 2 years' tenure in any way Hujjatul Islam Syed Ibrahim Khalil Razavi left Iran for his study and then joined Hujjatul Islam Syed Ehsan Hussain Hussaini as a principal for a short term.
